“Too pretty to be a Gypsy:” child-stealing and the institutionalization of Romani children

I came across this article on the European Roma Rights Centre website while I was researching the forced institutionalization of Romani children. Although this article was written in 2000, governments continue to take Romani children from their parents when the root of the problem is not bad parenting but the ghettoizing of impoverished Romani families. 

The author, Kathryn D. Carlisle, notes that institutionalization is a disturbing echo of the old “child-stealing Gypsy” myth.
